How to Apply for a Passport

A passport is one of the most important document issued by the government which helps us to travel to other countries without any hassles. It is an official document which ensures smooth immigration into another country. It also doubles up as an authentic official document, helping us to avail various government and private services as it acts as an address and id proof.

In India, the Consular, Passport & Visa Division, Ministry of External Affairs, Government of India is entrusted with the responsibility of administering the service and issuing passport to Indian citizens. The process of getting a fresh/reissue passport is a process which consist of various stages, both online and offline.

All Indian citizens who depart or intend to depart from India are required to be in possession of a valid passport or travel document. Under the Passports Act 1967, the Government of India may issue different types of passports and travel documents such as Ordinary Passport, Diplomatic Passport, Official Passport, Emergency Certificate and Certificate of Identity for the purpose.


Passport Application: Basic Requirements:


 

The prescribed passport application duly filled in should be with all prescribed documents and fees. Merely submission of an application, however, does not constitute a claim for issue of a passport. It remains a request/requisition for a passport, which may be rejected due to deficiency in the supporting documents, not following the prescribed procedures or any other reason. The basic supporting documents required with passport application include:

Proof of Date of Birth i.e. Birth Certificate, etc

Identity proof with photograph (to be verified by Passport Seva Kendra (PSK) Officials from the address proof and other documents)

Proof of residence

Proof of nationality (to be verified by Passport Seva Kendra (PSK) Officials from the supporting documents submitted).


Passport Issuing Authorities:


The Ministry of External Affairs, Government of India provides passport services through Central Passport Organisation (CPO) and its network of Passport Offices and Passport Seva Kendras (PSKs); and consular, passport and visa services to overseas Indians/foreign nationals through the Indian Missions and Posts abroad. Indian passports are issued through a network of 37 Passport Offices, CPV Division (only for Diplomatic and Official passports) and the Andaman and Nicobar Islands Administration. This network has been expanded by addition of 77 Passport Seva Kendras as extended arms of Passport Offices. For Indians living abroad, passport and other miscellaneous services are rendered by 180 Indian Missions/Posts.

An applicant may confirm the jurisdiction of Regional Passport Office and Passport Seva Kendra (PSK) before submitting an application

Procedures:

Under Passport Seva, new measures and procedures have been introduced in order to improve governance in Passport Offices. The new measures and procedures are aimed at ensuring citizens' comfort, improvement in delivery of passport services, transparency and enhanced security. Applicants are now required to present themselves at the respective Passport Seva Kendra (PSK) for enabling the Passport Issuing Authority to obtain applicants' photographs, biometrics and granting decision in their presence.


Online Registration and Appointment:

The Online Appointment system has been introduced to ensure avoiding congestion at the Passport Seva Kendras (PSKs) and cutting down the waiting time for applicants. Appointments are allotted according to handling capacity of a Passport Seva Kendra (PSK) and are based on an Electronic Queue Management System. The following steps are involved in applying for a passport: online registration, filling up and submitting online application form, (alternatively, download e-form, fill up and upload the same at the Online Portal), scheduling an appointment and finally,visiting a Passport Seva Kendra (PSK).


Online Fee Payment:

Online Payment has been made mandatory for booking appointment to visit a Passport Seva Kendra (PSK). Online Payment can be made through any one of the following modes: Credit/Debit Card (MasterCard and Visa), Internet Banking (State Bank of India (SBI) and Associate Banks only) and SBI Bank Challan. Applicants applying under Tatkaal service need to pay only the fee as applicable under the Normal service while making Online Payment. The balance fee as applicable for Tatkaal will be payable in cash at Passport Seva Kendra (PSK)/Passport Office, once Tatkaal application is accepted by Officials. Online Payment will remain valid for one year from the first appointment date. The fee will be forfeited if applicants do not submit application at Passport Seva Kendra (PSK) within this period. No claim for refund, return or exchange of fee will be entertained for passport-related services. In case of multiple payments for the same Application Reference Number (ARN), for Passport-related services including miscellaneous services, the claims for refund will be dealt with as per the extant policy governing them.


Cancelling/Rescheduling a Visit:

Applicants with confirmed appointments and if unable to visit Passport Seva Kendra (PSK) due to some reason, are advised to reschedule/cancel their appointments. Appointment rescheduling/cancellation for an application are allowed up to two times only within a year of the first appointment date.

Visit to a Passport Seva Kendra (PSK):


Visit the Passport Seva Kendra (PSK) with requisite original documents and their photocopies. Photograph is not required.The list of requisite documents is available at the website. Applicants who, despite booked appointment, have been 'refused token' due to non-availability of required set of documents can revisit the same Passport Seva Kendra (PSK) as 'Walk-in' within next three working days from the date of appointment and as per the time mentioned in the appointment slip. Online appointment is not mandatory for these applicants.

The Passport Seva Kendra (PSK) provides a world class ambience. Amenities in every Passport Seva Kendra (PSK) include helpful executives, Self-Service Kiosks, photocopying, food and beverage facilities, public phone booth, baby care, newspapers, journals and television in a comfortable air-conditioned waiting hall. The Electronic Queue Management System ensures the 'first-in-first-out' principle in application processing.

Walk-in Applicants:

In order to facilitate submission of passport applications at Passport Seva Kendras (PSKs), some types of services such as 'Tatkaal', Police Clearance Certificates and some distinct categories of applicants such as senior citizens, minors and differently-abled applicants are allowed to submit their duly registered online applications with ARN as Walk-in applicants. Applicants coming under these categories are also required to submit their applications online and obtain an ARN, and then visit the nearest Passport Seva Kendra (PSK) during prescribed hours (no prior appointment is required). In addition, applicants should also refer to any advisory issued by the concerned Passport Offices from time to time.

Say No to Touts:

The public is advised to desist from dealing with touts/agents who may be making false promises about arranging urgent appointment or faster passport service delivery. The Government has not authorised any intermediary/representative to undertake such activity or to give such assurances. Such incidents may be reported to the concerned Regional Passport Office.

Passport Applicants: General Obligations:

Statutorily, all passport applicants are required to submit their applications with correct information and valid and genuine documents. As per provisions of the Passports Act, 1967, an applicant should not furnish any false information or suppress any material information with a view to obtain passport or travel document. Any such action shall be punishable with imprisonment for a term up to two years or fine up to Rs. 5000/-; or both.

Carrying corrosive substances or explosives, arms, cudgels, sticks or lathis, or any sharp objects, which may cause physical harm or violence, is prohibited inside the Passport Seva Kendra (PSK). Carrying electronic devices such as Laptop, iPad and cameras, is also prohibited inside the Passport Seva Kendra (PSK).

A multi-lingual National Call Centre operating in 17 Indian languages enables citizens to obtain passport service-related information and receive updates on their passport applications, round the clock, seven days a week. An e-mail based helpdesk besides a mobile based application 'mPassport Seva', provides information on passport services.

Note:

In case of minor applicants (below 4 years of age), carry the recent passport size photograph (4.5 X 3.5 cm) with white background.

Resubmission of application form is required, in case the applicant does not visit the Passport Seva Kendra within 90 days from the online form submission.

Is parents wish to procure passport for minors, the following are the documents that will have to be furnished by them -

Unless specified, it will be assumed that both parents have given their consent for the same.

Current address proof in the name of the parent(s) will have to be provided.

Original and self-attested copies of the parents’ passport will have to be provided to the Passport Seva Kendra in case both parents possess the passport.

Documents of minors will have to be attested by parents.

Until the minor is 18 years old, he/she will be eligible for Non-ECR passport wherein Emigration check is not required.

Original documents along with a set of self-attested photocopies of the originals will have to be furnished at the Passport Seva Kendra for processing.

A Declaration confirming the details mentioned in the application about the minor applicant as per: Annexure ‘D’.

Date Of Birth Documents Required For Passport

After five years from the date of passport issuance, changes to the date of birth (DOB) was not allowed. Prior to the announcement, any applicant born on or after 26/01/1989 was bound to submit the Birth Certificate as the proof of DOB. The new rules will allow individuals to submit digitally signed birth certificate as valid proof of DOB. Under the new rules, any of the following document that shows the DOB is accepted as a proof for passport applications:

A certificate issued for leaving school, matriculation or transfer issued by a recognized educational institution/establishment

Permanent Account Number (PAN) issued by Income Tax Department

Aadhaar Card/E Aadhar issued by Unique Identification Authority of India

Driving license issued by the state government's Transport Department

Voter ID card or Election Photo Identity Card (EPIC) issued by the Election Commission of India

Service record or Pay Pension Order with DOB (applicable for government employees)

Policy Bond issued by the Public Life Insurance firms

A birth certificate issued by designated authority under the Registration of Birth & Deaths Act, 1969


The government has implemented various other changes to the passport application process that are effective and easier compared to the old methods. With the introduction of mPassport Seva - a mobile application for accessing passport related information, mPassport Police App - helping police officers carry out simple verification process, student connect - allowing students to easily apply for a passport, and more programs, MEA is processing more passport applications each day.  

Documents Required For Diplomatic Passport

The following is a list of documents that will have to be provided in order to procure an Official or Diplomatic Passport. One copy of the documents mentioned below will have to submit.

Official identity card of the applicant or that of the Head of Office

A certificate that has been issued by the Head of Office

An Official Request Letter from the Forwarding Officer

PMO or Political Clearance Certificate, if needed


For existing passport -


Official or Diplomatic Passport (in reissue applications) - Original Diplomatic or Official Passport for cancellation. In case this has been kept in the custody of the Ministry of External Affairs, the original Safe Custody or Surrender Certificate will have to be provided. In case this has been cancelled by the Ministry of External Affairs, the Original Cancellation Certificate will have to be provided.

Ordinary Passport - Certificate of Safe Custody

In case an official is retiring is less than 6 months from the application date, he/she will have to provide an undertaking from his/her office that the Diplomatic or Official Passport will be given to the office as soon as he/she returns.

Document Required for Reissue of Passport in India

A passport has to re-issue when one needs a completely new passport. The applicant will receive a new booklet along with a new passport number. Passports are re-issued in cases such as a passport that’s about to expire or has expired, lost passport, stolen passport, exhaustion of pages, damaged or soiled passports, change in personal details.

Listed below are the documents required to apply for the re-issue of the passport in different cases.

INSTRUCTIONS FOR FILLING OF PASSPORT APPLICATION FORM AND SUPPLEMENTARY FORM

GENERAL INSTRUCTIONS

The Application Form consists of two forms, i.e., Passport Application Form and Supplementary Form. References for columns to be filled in the Supplementary Form have been given in the Passport Application Form, which has to be filled only if they are applicable to you, else leave them blank.


This Passport Application Form and Supplementary Form, issued by the Government of India, is machine -readable. It will be scanned by Intelligent Character Recognition (ICR) enabled scanners. Incomplete or inappropriately -filled application form will not be accepted. Please follow the instructions given below while filling the form.

Use CAPITAL LETTERS only, throughout the application form, as shown in the image below –

 

Use standard fonts and avoid stylized writing.

Use black or blue ball point pen only. Do NOT fill the application form with ink-pen or pencil. Write as clearly as possible. Use a pen with a thinnest possible tip.

Put a cross ( ) in the boxes where you have to choose one or more options as your answer and leave the other option(s) blank. For example, if your gender is male, put a cross in the box against male as shown in the image below -

Do NOT put dots ( ), tick marks ( ), etc, in the boxes, to choose the appropriate option as your answer.

 

Write clearly within the boxes without touching the boundaries. Try and write in the centre of the box, as shown in the image below–

Photograph is NOT REQUIRED for applications submitted at Passport Seva Kendra (PSK), Mini -PSK.

 

For other applications i.e. the ones submitted at any other Collection Centre (i.e. District Passport Cell (DPC), Authorized Speed Post Centre (SPC), or other Citizen Service Centre (CSC) e.g. Bangalore One, e-Seva, e-Sampark etc), following are the DOs and DON’Ts to be followed while affixing the photograph:

This signature/thumb impression will be scanned and printed in the passport. Therefore, it must be kept strictly within the box, without touching the boundaries.

 

Illiterate applicants should put left hand thumb impression instead of signature. Use right hand thumb in case the applicant’s left thumb is permanently disfigured and unfit for use. Clearly mention under the signature box that right hand thumb impression has been put.

 

In case of minor applicants, this box should contain the minor’s signature or thumb impression as the case may be. Minor’s pa rents should not put their signature or thumb impression in this box.

 

Use only blue/ black ball point pen for signature
